The NYC Department of Youth and Community Development (DYCD) is excited to release their Learn & Earn* and Train & Earn concept papers to obtain feedback that will assist with the development of two upcoming request for proposals. DYCD is responsible for implementing the City’s federally funded Workforce Innovation and Opportunity Act youth grant. Funds are allocated toward two programs: Train & Earn for out-of-school youth ages 16-24, and Learn & Earn for in-school youth, currently focused on high school juniors and seniors. Through both of these programs, DYCD aims to fund integrated and holistic program models that will strengthen New York City’s workforce development system and help young people gain the support, educational credentials and skills needed to succeed in today’s economy. DYCD welcomes and encourages your feedback no later than October 25, 2023 to assist with the development of the RFP.
There are a variety of ways to provide feedback:
Option 1 PASSPort: Organizations can submit written feedback on the Learn & Earn and Train & Earn concept papers, using the questionnaire section in PASSPort. There are separate procurements for each program area. Note, organizations must have an account and an approved HHS Prequalification application in PASSPort. Proposals and Prequalification applications will ONLY be accepted through PASSPort. If you do not have a PASSPort account or an approved PASSPort HHS Prequalification Application, please visit www.nyc.gov/passport to get started. Questions regarding PASSPort can be submitted through MOCS support desk at MOCS Support.
Option 2 Feedback Forms: If you do not have a PASSPort account, you can submit feedback on the concept papers, using the links below:
Option 3 Listening Sessions: In addition to providing written comment, you may also join DYCD at an upcoming listening session, which will provide you the opportunity to give feedback verbally.
